Kentucky's Application for Sphi - Strategy A1: Workforce the Kentucky Department for Public Health (Kdph) Is Submitting This Abstract to Support the Application for Centers for Disease Control and Prevention’s (CDC) Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems Funding Opportunity for Strategy A1: Workforce. Kdph’s Application Will Outline How Federal Grant Funds Will Support the Expansion of the Public Health Workforce and Implementation of Workforce-Related Activities to Develop a Stronger Public Health Infrastructure Throughout Kentucky. Funding from This Grant Will Help Meet the Ongoing and Future Public Health Workforce Needs to Prepare for, Respond to, and Recover from Emergencies and Disasters. All of These Activities Will Have a Positive Impact on Kentucky’s Population of 4,477,251 Residents (U.S. Census Bureau’s 2020 Population Estimates) Who Reside in the State’s 120 Counties. Strategy A2: Foundational Capabilities the Kentucky Department for Public Health (Kdph) Is Submitting This Abstract to Support Strategy A2: Foundational Capabilities as Defined in the Centers for Disease Control and Prevention’s (CDC) Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems Funding Opportunity Announcement, CDC-RFA-OE22-2203. Kdph’s Application Will Outline How Federal Grant Funds Will Support the Expansion of the Public Health Workforce and Implementation of Workforce-Related Activities to Develop a Stronger Public Health Infrastructure and Foundational Capabilities. Funding from This Grant Will Have a Positive Impact on Kentucky’s Population of 4,477,251 Residents (2020 Census) Who Reside in the State’s 120 Counties and Support Kentucky’s Newly Enacted Legislation for Public Health Transformation That Focuses on Foundational Capabilities. Strategy A3: Data Modernizaton the Kentucky Department for Public Health (Kdph) Must Modernize Department-Wide Health Information Technology (Hit) to Enable Quick, Informed, and Scalable Responses to Public Health Issues and Emergencies. Previously Identified Weaknesses and Gaps in the Infrastructure Have Been Exacerbated by the COVID-19 Pandemic. The Existing Infrastructure Is Largely Siloed in Kentucky: The Varied Surveillance and Data Management Systems and Data Streams Do Not Interface with One Another, Few of the Data Processes Are Automated and Data Flow Primarily Occurs in Only One Direction. These Three Factors Have Necessitated Significant Staff Time Managing, Merging and Manually Entering Data. Many of These Efforts Are Duplicative and Unsynchronized. Finally, Kdph Mines Only a Small Portion of the Available Data - Incorporating Those Other Data Sources Into Routine Practice Would Significantly Enhance Meaningful Use.
