Description:this Agreement Provides Funding Under the Infrastructure Investment and Jobs Act (Iija) to the State of Washington to Implement Resources and Priorities to Help Address Per- and Polyfluoroalkyl Substances (Pfas) and Emerging Contaminant Challenges; Target Resources to Communities Most in Need of Assistance to Ensure That No Community Is Left Behind with Unsafe, Inadequate Water; and Advance the Priorities of Equity and Environmental Justice. Washington Will Implement Projects Such as Non-Routine Initial Pfas Testing, Providing Households Access to Drinking Water Services, Planning and Design to Address Emerging Contaminants, and Treatment of Emerging Contaminants with the Use of This Award Funding. Activities:the Activities Include Projects and Activities to Address Emerging Contaminants in Small or Disadvantaged Communities, Including But Not Limited to Research and Testing; Planning and Design to Address Emerging Contaminates; Treatment of Emerging Contaminants; Source Water Activities Related to Emerging Contaminants; Storage; Water System Restructuring; Providing Households Access to Drinking Water Services; Technical Assistance; Outreach and Education; and Workforce or Training Support to Public Water Systems in Addressing Emerging Contaminants. Subrecipient:there Are Several Options for Long Term Remediation, Which Include Granular Activated Carbon (Gac) Filtration, Ion Exchange Resins, High Pressure Membranes, New Source Development, and Interconnection/Consolidation. These Costs of Planning and Engineering Design and Mitigation Will Vary by Remediation Option, Public Water System (Pws) Size, and Conditions Specific to Each Pws. Health Will Develop a Project Ranking Matrix Based on Health Impacts, Level of Contaminants Found, and System Need. Health Estimates Providing the Grants in the Following Amounts to Each Pws: Planning and Engineering Grants: Maximum Award of $500,000; and Construction Grants: Maximum Award of $5,000,000. Outcomes:this Agreement Is to an Eligible State or Territory to Implement a Program to Provide Assistance to Address Emerging Contaminants in Drinking Water to Small or Disadvantaged Communities. Funds Are to Carry Out Projects and Activities Needed for Public Water Systems to Comply with the Safe Drinking Water Act, Programs to Provide Household Water Quality Testing, Activities for a State to Respond to a Drinking Water Contaminants, and Activities That Benefit the Impacted Communities. The Anticipated Deliverables Include Developing List of Public Water Systems to Determine Eligibility to Receive Emerging Contaminants Small or Disadvantaged (Ec-Sd) Assistance, Developing New Emerging Contaminant IN-Kind Technical Assistance and Grant Program, and Developing Program for Pfas Sampling and Short-Term Mitigation Support Program. Additionally, the Washington Department of Health (Health) Will Contract with Multiple Accredited Labs and Ensure Compliance with Approved Quality Assurance Project Plan (Qapp) and Contract for Point of Use (Pou) or Pitcher Filter Distribution and Tracking. This Will Provide a Summary of the Number of Pfas Sample Collected, the Number of Sources with Confirmed Pfas Above the State Action Level and the Number or Sources with Confirmed Pfas Detections and an Annual Summary of Number of Household Provide Pou or Pitch Filters and Replacement Filters. For Long-Term Mitigation, Health Will Provide IN-Kind Engineering Consultants to Provide Engineering and Planning Services to Water System with Elevated Pfas, Manganese, and Cyanotoxins. Health Will Provide Grant Funding for Engineering and Planning Services to Water Systems with Elevated Pfas, Manganese, and Cyanotoxins. Health Will Provide Grant Funding for Construction of Pfas, Manganese, and Cyanotoxin Mitigation Projects, Including But Not Limited to Treatment Plants, Consolidations, and New Source Development.
