Description:this Action Approves an Award in the Amount of $61,715,000 to Provide Funding Under the Infrastructure Investment and Jobs Act (Iija) to the State of North Carolina to Implement Resources and Priorities to Help Address Per- and Polyfluoroalkyl Substances (Pfas) and Emerging Contaminant Challenges; Target Resources to Communities Most in Need of Assistance to Ensure That No Community Is Left Behind with Unsafe, Inadequate Water; and Advance the Priorities of Equity and Environmental Justice. North Carolina Will Use This Grant to Assist Public Water Systems in Small or Disadvantaged Communities to Address Pfas Contaminants and Thereby Systematically Supporting the Reduction of Exposure by the General Public to Pfas Through Drinking Water. The Activities Include Projects and Activities to Address Emerging Contaminants in Small or Disadvantaged Communities, Including But Not Limited to Research and Testing; Planning and Design to Address Emerging Contaminates; Treatment of Emerging Contaminants; Source Water Activities Related to Emerging Contaminants; Storage; Water System Restructuring; Providing Households Access to Drinking Water Services; Technical Assistance; Outreach and Education; and Workforce or Training Support to Public Water Systems in Addressing Emerging Contaminants. The Anticipated Deliverables Include Project Planning and Design, Pilot Testing for Treatment Alternatives, and Project Pre-Development Activities. The Expected Outcomes Include Completion of Gray's Creek Water and Sewer Project, Install New System for Cedar Creek Phase I, Improvements to Aqua Wyntree, the Willow Hill Well, and the Rehabilitation Project Completion for Rutledge Landing North Well. Direct Beneficiaries of This Program Include All State Residents and Occupants of North Carolina. The Subrecipients Will Receive 25% of Total Funds $15,428,750 and IT Will Be Used by the Department to Provide Assistance to Small or Disadvantaged Communities to Diagnose Emerging Contaminant Problems at Their Water Systems, Help with Laboratory Testing of Water Systems and Individual Wells That Are Near a Public Water System (That May Be Feasibly Replaced with a Connection to a Public Water System), and to Provide Interim Filtration or Treatment Systems to Reduce Pfas Exposure in Drinking Water. Another 25% of Total Funds $15,428,750 Will Be Used by Department-Identified Public Water Systems Serving Small or Disadvantaged Communities. The Remainder 50% of Total Funds $30,857,500 Will Be Used for Construction Projects to Reduce or Eliminate Pfas in Drinking Water. Projects Will Result in Providing Drinking Water That Meets Proposed Mcls, Hazard Index and Department Goals for Reducing Pfas in Drinking Water. Activities:the Activities Include Projects and Activities to Address Emerging Contaminants in Small or Disadvantaged Communities, Including But Not Limited to Research and Testing; Planning and Design to Address Emerging Contaminates; Treatment of Emerging Contaminants; Source Water Activities Related to Emerging Contaminants; Storage; Water System Restructuring; Providing Households Access to Drinking Water Services; Technical Assistance; Outreach and Education; and Workforce or Training Support to Public Water Systems in Addressing Emerging Contaminants. 25% of Total Funds $15,428,750 Will Be Used by the Department to Provide Assistance to Small or Disadvantaged Communities to Diagnose Emerging Contaminant Problems at Their Water Systems, Help with Laboratory Testing of Water Systems and Individual Wells That Are Near a Public Water System (That May Be Feasibly Replaced with a Connection to the Public Water System), and to Provide Interim Filtration or Treatment Systems to Reduce Pfas Exposure Exposure in Drinking Water.
