Description:this Action Approves an Award in the Amount of $52,638,000 to Support Alabama Department of Environmental Management to Implement Resources and Priorities to Help Address Per and Polyfluoroalkyl Substances (Pfas) and Emerging Contaminant Challenges; Target Resources to Communities Most in Need of Assistance to Ensure That No Community Is Left Behind with Unsafe, Inadequate Water; and Advance the Priorities of Equity and Environmental Justice. Alabama Will Implement Projects Such as the State of Alabama Through the Agency of Adem Proposes to Use Funding to Take Actions to Reduce or Remediate Possible Emerging Contaminant Exposure in and Around Communities That Are Small or Disadvantaged and Lack Capacity to Undertake These Activities Independently. Activities to Be Performed: Include Projects and Activities to Address Emerging Contaminants in Small or Disadvantaged Communities, Including But Not Limited to Research and Testing; Planning and Design to Address Emerging Contaminates; Treatment of Emerging Contaminants; Source Water Activities Related to Emerging Contaminants; Storage; Water System Restructuring; Providing Households Access to Drinking Water Services; Technical Assistance; Outreach and Education; and Workforce or Training Support to Public Water Systems in Addressing Emerging Contaminants. Anticipated Deliverables and Expected Outcomes and Intended Beneficiary(ies): The Anticipated Deliverables Include: Proposes to Use Emerging Contaminants-Small Disadvantaged Communities (Ec-Sdc) Funds to Address Polyfluoroalkyl Substances (Pfas) in Drinking Water. Before Implementing Remediation Activities, Adem Plans to Establish Pfas Occurrence in Pwss in Communities That Qualify as Small or Disadvantaged. These Efforts Have Already Begun, and Data Is Available for a Large Portion of These Communities. AS Described Above, Adem Anticipates Beginning Planning, Design, and Remediation Efforts Within the First Two Years of the Program. He Expected Outcomes Include Adem's Is Commitment to Addressing Emerging Contaminants in Their Drinking Water and Believe That All People Deserve the Right to Clean and Safe Drinking Water. IN Addition to the 85 Communities Already Found to Meet the Definition of Disadvantaged Community or That Are Small and Lack the Capacity to Incur Debt to Do This Work Independently, Adem Will Evaluate All Communities in the State to See If They Are Eligible to Receive Ec-SDC Assistance. The Evaluation Will Result in a Complete List of Small or Disadvantaged Communities Within State of Alabama and Also Give Adem a Better Understanding of Communities Within Their State. If Not Done So Already, All Source Water of the Identified Sdcs Will Be Tested for Pfas, as Well as Finished Water for Communities Where These Contaminants Are Detected. This Will Result in a Source of Baseline Data About These Contaminants in Source Water and Drinking Water Across the State of Alabama. For Pwss Found to Have Pfas Above EPA or State Health Advisories, the State Will Evaluate and Plan Remediation Measures, and Provide Financial and Technical Assistance to the PWS to Implement the Selected Remediation Measures. After These Measures Are Implemented, the State Will Retest to Evaluate the Effectiveness of the Treatment Technologies and Ensure They Are Reducing Pfas. Direct Beneficiaries of This Program Include All Alabama State Residents and Occupants, Both Permanent and Temporary.activities:.subrecipient:sampling and Testing, Planning and Design Activities, Addressing High Pfas Levels (Remediation Activities), and Outreach and Education.
