Application Purpose: Bi-State Development Agency (Bsd) Would Like to Program Funds in This Application That Were Allocated to the St. Louis MO-IL Uza Under the FY2021 Crrsaa Section 5307 Funding Apportionment. AS Published in the Tables Referenced in the July 22 2021 Federal Register (Volume 86 No. 138) the Agencys Total Apportionment for Fiscal Year 2021 Is $68310769 of Which $4111632 Was Allocated to Region V - Madison County Illinois. The Split Letter Has Been Uploaded to the Application Documents Section of This Award.in This Application BSD Is Applying for $64199137 of Its Total Allocation of $68310769. Local Match Funds of $0 Will Be Provided for a Total of $64199137 in Projects Being Programmed in This Application. BSD Match Funds Are Derived from Local Sales Tax.to Date FY2021 Crrsaa Section 5307 Funds Have Been Applied as Follows: $ 68310769FY2021 Crrsaa Section 5307 Apportionment to the St. Louis MO-IL Uza $ 4111632TRANSFER to Region V Madison County Illinois$ 0 Programmed in Previous Application$ 64199137 Available to Program as of Last Application$ 64199137APPLYING for in This Application$ 0 Remaining Funds to Program at a Later Date; Activities Performed: This Application Utilizes Crrsaa Funding That Was Awarded to Prevent Prepare for and Respond to the Coronavirus Pandemic. Funds Will Be Directed to Payroll and Operations and Other Eligible Expenses That May Have Otherwise Been Offset by Lost Revenue. The COVID-19 Pandemic Began in 2020 and Continues to Negatively Affect Transit Operations; as Is the Case Nationally Metro Is Experiencing Driver Shortages as a Result of the Tight Labor Market. Metro Has Increased Driver Wages and Hiring Incentives in an Effort to Attract New Commercial Drivers Into the Workforce. Additionally We Continue to Maintain Stringent COVID-19 Safety Measures Including Safety Barriers Between Seats and Driver Compartment Deep Sanitization of Capital Vehicles and Purchasing Personal Protective Equipment. Expenditures Applied to This Grant Have Occurred on or After January 20 2020 the Date of the Declaration of the Public Emergency.; Expected Outcomes: Operating Funds Will Cover Expenses for Existing Services Incurred Between 7/1/2023 Until 6/30/2025 Including Net Operating Expenses Including Driver and Other Operations Workers Salaries; Fuel; Supplies (Including Personal Protective Equipment and Cleaning Supplies).bi-State Development Received $142399399 Million of FFY2020 Section 5307 Cares Act Funds Allocated Directly to the St. Louis MO-IL Uza for Expenses Related to COVID-19 That Have Been Applied to Eligible Program Costs. We Also Received 156944570 in Arpa Funds That Have Been Applied to Program Costs for FFY2022-2023. The Arpa Funding Will Be Insufficient to Cover All FFY23 Eligible Program Costs So We Are Requesting to Apply Our Crrsaa Apportionment to Cover the Remaining Program Costs for FFY23.; Intended Beneficiaries: Project Activities Programmed in the Section 5307 Crrsaa Award Will Benefit Transit Customers by Improving the Safety and Security and Enhanced Rider Experiences. Transit Employees Will Benefit by Having Safer Work Conditions and Facilities and Equipment That Are Maintained in Good Repair.; Subrecipient Activities: No Subrecipient Activities Are Being Programmed Into This Application.
