The Northern Indiana Commuter Transportation District (Nictd) Is Requesting $43971185 in Ffy 2021 Section 5309 American Rescue Plan Act (Arpa) Capital Investments Funding to Support the Nictd West Lake Corridor Project (the Project). The Discretionary ID Is D2021-RPNS-011.THIS Application Utilizes Arp Act Funding to Prevent Prepare for and Respond to Coronavirus. The Funding Requested in This Arpa Capital Investments Grant Supplants the Local Share of $43971185 in Grant IN-2020-040-00 Northern Indiana Commuter Transportation District West Lake Corridor Project Ffga. This Application Does Not Duplicate the Federal Funding for Any Activities in Grant IN-2020-040-00. Specifically This Arpa Capital Investments Grant Supplants the Amount of Local Share for the Following Activities Per the Fta Scope Activity Lines Item as Follows: 14.04.40 Sitework Special Conditions $1697118514.06.60 Row Land Existing Improvements $800000013.14.22 Commuter Rail Self Propelled - Electric $400000014.08.80 Professional Services $15000000THE Total Amount of the Nictd West Lake Corridor Project Remains at $944892265. The Arpa Funding in This Grant of $43971185 and the Nictd Cig Grant (IN-2020-040-00) in the Amount of $900921080 Add Up to $944892265.PURPOSE of the Award: The Purpose of the Arpa Award Is to Reduce the Amount of Non-Cig Federal Funds Applied to the Project. Activities to Be Performed: The West Lake Corridor Project Will Construct a 7.8 Mile Southern Extension Off of Nictds Existing South Shore Line (Ssl) Commuter Rail Service. The Extension Will Run from Dyer in to Hammond in Where IT Will Tie in with the Ssl. The Project Includes Four New Stations Storage Yard Three Traction Power Substations and the Refurbishment of 32 Commuter Rail Cars. Arpa Funds Will Be Used for Sitework and Special Conditions Expenses Right of Way Acquisition and Relocation Costs Railcar Refurbishment Expenses and Professional Services Expenses.expected Outcomes: The West Lake Corridor Project Will Expand Service Provided by Nictd Through the Operation of Additional Trains Running from Dyer in Into Chicago Il. The Arpa Funds Will Contribute by Covering the Pre-Construction Costs as Well as the Railcar Refurbishment Expenses.intended Beneficiaries: The West Lake Corridor Project Will Benefit the Communities with Lake County and the Surrounding Areas Providing Additional Service Into Chicago Il. The Arpa Funds Will Reduce the Current Local Share Obligation from the State of Indiana and the Indiana Regional Development Authority on This Project.subrecipient Activities: Nictd Has No Subrecipient Activities.nictd Agrees That This Grant Will Accompany an Amendment to Grant IN-2020-040-00 to Reduce the Non-Cig Share and Fta Scope Activity Line Items as Previously Noted. IN Addition Nictd Will Amend the Tip/Stip to Include the Arpa Capital Investments Funding Obligated in This Grant. All Eligible Expenses Applied Against This Grant Will Be Expenses Incurred After January 20 2020.NICTD Agrees That If We Receive Federal Funding from the Federal Emergency Management Agency (FEMA) or Through a Pass-Through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement We Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by FEMA Another Federal Agency or an Insurance Company.the West Lake Corridor Project Is a 7.8-MILE Southern Extension Off Nictds Existing South Shore Line (Ssl) Commuter Rail Service Between Dyer and Hammond in Indiana. The Project Includes Four New Stations One Maintenance and Storage Facility Three Traction Power Substations Refurbishment of 32 Commuter Rail Cars and Construction of an Additional 2322 Parking Spaces.service Is Planned to Operate in Both the Opening Year and Horizon Year from 6:00 Am to 11:53 PM on Weekdays and 6:00 Am on Weekends to 1:45 Am on Weekends with Trains Operating Approximately Every 30 Minutes During Peak Hours Every 60 Minutes During Midday Off-Peak Hours Approximately Every 100 Minutes on Weekday Evenings and Every 120 Minutes on Weekends.the Revenue Service Date Is Expected to Begin on May 20 2026.THE Estimated Total Cost of the Project Is $944892265THE Total Maximum Federal 5309 New Starts Amount of the Ffga Is $354572704.THE New Starts Share of the Project Is 37.5%.THE Federal Requested Under This Application Provided to Supplant the Local Share Is $43971185. This Brings the Total Federal Share of the Project to 42.2%.THE Non-Federal Match Provided for This Project Comes from Several Sources Including the State of Indiana Local Communities and the Regional Development Authority.the Period of Performance for This Ffga Is from September 28 2016 (Project Development Approval) Through September 30 2028 (Based on the Baseline Schedule from the Ffga).
