The Indianapolis Public Transportation Corporation (Indygo) Hereby Submits This Grant Application Requesting the Federal Funding for the Purple Line Bus Rapid Transit Project. This Application Is Seeking $80975000 of Fta Section 5309 Cig Small Starts Discretionary Allocation (D2018-SMST-001 D2019-SMST-009 D2020-SMST-005 D2021-SMST-005. Project Description:the Project Is a Bus Rapid Transit (Brt) Line with 9.9 Miles of New Exclusive Bus Lanes 18 New Stations and the Purchase of 15 60-FOOT Electric Buses. The Service Plan for the Purple Line Also Includes Operation Along a 5.3 Mile Portion of the Existing Red Line BRT Alignment Including Shared-Use of 13 Existing Stations. The Project Also Includes Installation of Transit Signal Priority at 30 Signalized Intersections Along the Route. The Service Is Planned to Operate 20 Hours Per Weekday with Buses Every 10 Minutes During Daytime Hours and Every 15 to 20 Minutes During Evenings and Early Morning. The Weekend Service Is Planned to Operate Up to 19 Hours with Buses Every 15 Minutes During Daytime and Every 20 Minutes in the Early Morning and at Nighttime. Indygo Estimates That Construction of the Project Will Generate Approximately 1850 Jobs. The Revenue Service Date Is July 12 2024.OVERALL Project Funding:the Total Capital Cost for the Purple Line Bus Rapid Transit Project Is $161950000 Comprised of $102900186 in Total Federal Funds (63.5 Percent of Total Capital Cost) and $59049814 in Local Match (36.5 Percent of Total Capital Cost). Federal Sources Totaling $102900186 (63.5 Percent of Total Capital Cost) INCLUDE:-$80975000 (50.0 Percent of Total Capital Cost) in Fta Section 5309 Cig Small Starts FUNDS-$1600000 in Fhwa Congestion Mitigation and Air Quality (Cmaq) Funds (Awarded in IN-2016-016)-$20325186 in Section 5307 Urbanized Formula Funds (in a Pending Application [Temporary ID 1202-2021-5; Fain Will Be Assigned Following Preliminary Review] Includes Fy 2020 and Fy 2021 Funds; IT Will Be Amended in the Future to Add Fy 2022-2024 Funds). The Purple Line Will Replace and Improve the Existing Route 39 Local Service One of the Highest Ridership and Most Productive Routes in the Indygo System. Activities to Be Performed: The Project Activities Will Include Design Right Away Acquisition and Construction of 9.9 Miles of New Exclusive Bus Lanes and 18 New Stations. IT Will Also Include Purchase of 15 60FT Battery Electric -Articulated Vehicles Installation of Transit Signal Priority and Infrastructure Improvements Such as Sidewalks Roadways Driveways Signals and Drainage. Expected Outcomes: This Project Is Expected to Provide More Frequent and Reliable Transit Service as Well as Improve Access to Jobs and Services in Central Indianapolis. This Project Will Also Provide Connectivity from Indianapolis to Planned Mixed-Use Redevelopments in the City of Lawrence Specifically Fort Benjamin Harrison Redevelopment Area. Intended Beneficiaries: The Purple Line Is Intended to Benefit All Current and Future Indygo Riders as Well as Residents of the Cities of Indianapolis and Lawrence. The Project Will Provide Vast Improvements to Indygos Existing Route 39 Which Is One of the High Ridership Lines. This Line Will Help Provide Better Access to Jobs Health Care Higher Education Cultural and Community Assets Several Neighborhoods and More Easily Connect the Cities of Lawrence and Indianapolis. Drivers and Residents Along the Corridors Will Also Benefit as the Introduction of the Dedicated Bus Lanes in the Center of the Road Will Limit High-Conflict Turn Movements Improving Driver Safety. Subrecipient Activities: Not Applicable to This Award Note That This Grant Application Does Not Show a 50/50 Share as the Entire Purple Line Project Includes Other Federal Funds That Have a 80/20 Share Which Appear in Separate Grants (See Table 1 for Full Funding Breakdown).
