Description

This Application Includes a Total of $99999999 (Discretionary ID #D2019-SMST-007) in Fy 2019 Section 5309 Cig Small Starts Funds for the Red Line Extension and Reliability Improvements Project Hereafter Referred to as Project. Project Description:the Project Is a 7.8-MILE Extension of the Existing Max Red Line Light Rail Transit (Lrt) Line from the Current End of Line Station at Beaverton Westward to Hillsboro. The Project Includes Improvements to 12 Stations Total Including Ten Existing Stations Currently Served Only by the Blue Line But at the Completion of the Project Would Also Be Served by the Red Line. The Project Includes Additional Track and Station Reconstruction at the Existing Gateway Transit Center (Gtc) and Portland International Airport (Pdx) Stations to Accommodate Double Tracking; the Purchase of Four New Light Rail Vehicles; Track Switch and Signalization Work; Construction of an Operator Break Facility at Hillsboro; and Construction of a New Storage Track at Ruby Junction Rail Yard. The Service Is Planned to Operate 19.5 Hours Every Day with Trains Every 7.5 Minutes at All Times on Both Weekdays and Weekends.the Revenue Service Date for the Project Is December 20 2024.PROJECT Funding the Estimated Total Cig Project Cost Is $215000000 Which Consists of the Following: Federal Funds: $108946371 (50.67%)NON-FEDERAL Funds: $106053629 (49.33%)THE Specific Breakdown of Federal and Non-Federal Funds Is as Follows: Federal Funds:the Total Federal Funds for the Cig Project Is $108946371 and Consists of the Following: $99999999 in Section 5309 Cig Small Starts Funds (This Grant) Which Is 46.51% of the Estimated Total Cig Project COST;$4000000 in Surface Transportation Block Grant (Stbg) Funds Transferred to Fta Section 5307 for Project Development (Temporary Fain 1728-2021-6) Which Is 1.86% of the Estimated Total Cig Project Costs. This Grant Is to Be Issued Concurrently or Shorty After the Cig Grant; and $4946372 in Congestion Mitigation and Air Quality (Cmaq) Funds Transferred to Fta Section 5307 for Construction (Temporary Fain 1728-2021-14) Which Is 2.30% of the Estimated Total Cig Project Costs. This Grant Is to Be Issued Concurrently or Shortly After the Cig Grant.non-Federal Funds:the Total Non-Federal Funds for the Cig Project Is $106053629 and Consists of the Following: $103810629 from Trimet General Funds Which Is 48.28% of the Estimated Total Cig Project COSTS.$2243000 from Port of Portland General Funds Which Is 1.04% of the Estimated Total Cig Project Coststhe Total Capital Cost of the Portion of the Overall Cig Project Work to Be Funded with This Grant Application Is $205029676. Matching Funds for This Specific Grant Application in the Amount of $105029677 Will Come from Trimet General Funds and Port of Portland General Funds.trimet Has Requested That $4000000 in Surface Transportation Block Grant (Stbg) Funds to Be Transferred to Fta Section 5307 for Project Development for This Project (Temporary Fain Is 1728-2021-6). The Transfer Is Currently in Process. These Funds and the Associated Match of $457818 (Totaling $4457818) Are Reflected in the Total Cig Project Cost of $215000000 But Are Not Included in the Total Eligible Cost of This Grant Application. Thus the Total Eligible Cost for This Grant Application Is $205029676.TRIMET Intends to Request That $4946372 in Congestion Mitigation and Air Quality (Cmaq) Funds Be Transferred to Fta Section 5307 for Construction for the Cig Project (Temporary Fain Is 1728-2021-14). The Transfer Is Estimated to Occur in Late August 2021. These Funds and the Associated Match of $566134 (Totaling $5512506) Are Reflected in the Total Cig Project Cost of $215000000 But Are Not Included in the Total Eligible Cost of This Grant Application.
