This Is an FFY2021 Section 5307 Arp Funding for the Charlotte North Carolina Region in the Amount of $82696619 Representing 100% Federal Share of the Total Eligible Amount. This Application Utilizes Arp Funding to Prevent Prepare for and Respond to Coronavirus. The Application Scope of Work Includes Rail Mid-Life Overhauls Preventive Maintenance for Rail and Bus and Operating Assistance for General Transit Operations. The Split Letter Dated June 10 2021 Is Attached in Trams. The City of Charlotte Certifies That IT and Its Subrecipients and Contractors That Are Providers of Public Transportation Have Not Furloughed Any Employees Since March 27 2020 (the Enactment Date of the Cares Act).purpose of the Award: The Purpose of This Award Is to Provide Three (3) Years of Operating Assistance Rail Mid-Life Overhaul and Preventive Maintenance for the Bus and Rail Departments Funding in the Amount of $82696619. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement IT Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by FEMA Another Federal Agency or an Insurance Company.per the Arp the Projects in This Application Are Not Required to Be Programmed in the Long-Range Transportation Plan Statewide Transportation Plan or Statewide Transportation Improvement Program.cats Will Expend at Least 1 Percent of the Amount Apportioned on Public Transportation Security Projects. Those Expenses Will Be Included in Ali 30.09.08. Cats Will Follow All 3RD Party Procurement Policies as Defined in C4220.1F (Third Party Contracting Guidance). Cats Will Ensure Contractors Procured Will Not Be on the Fta Suspension and Debarment List.the Operational Expenses Requested in This Application Were Determined by Review of the Normal Operating Costs During This Same Time Period in Prior Years and Is Based on Loss and Increased Expenses Related to COVID-19. The Capital Expenses Requested in This Application Were Determined Based on Anticipated Costs of Capital Items Necessary to Promote Social Distancing. Cats Understands That the Expenses Requested in This Application Are Subject to Review as Part of the Agencys Next Triennial/State Management Review.
