This Is an Ffy 2021 Section 5307 Arp Funding Application (Detroit Uza) in the Amount of $51509139 Representing 100% Federal Share of the Total Eligible Amount. This Application Utilizes Arp Funding to Prevent Prepare for and Respond to Coronavirus. The Application Scope of Work Includes Support Preventative Maintenance and Operating Assistance for Fiscal Years (Fy) 2022 to 2024 for the City of Detroits Department of Transportation (Ddot). There Are No Subrecipients as Part of This Application And/OR Funding. Purpose: The Purpose of This Award Is to Provide: -Three (3) Years of Support for Preventative Maintenance for Ddots Public Transit System for the Period of 7/01/2021 to 06/30/2024. The Total Amount for Preventative Maintenance Is $39000000.-TWO (2) Years of Support for Operating Assistance for Ddots Public Transit System for the Period of 7/01/2022 to 06/30/2024. The Total Amount for Operating Assistance Is $12509139.ACTIVITIES to Be Performed: -Preventative Maintenance: Funds Will Be Used to Maintain the Fleet Equipment and Facilities for Public Transportation. This Will Ensure Vehicles Amenities Facilities and Services Are Operable and Maintain in a State of Good Repair for Public Use. -Operating Assistance: Funding Will Support Transit Operations Activities Including Staff Salaries Cleaning Services and Cleaning Supplies and Fuel. Security Funding Will Support the Purchase and Installation of Replacement Security and Surveillance Equipment. Activities Will Be Completed in House to the Extent Possible and with Third-Party Contracts as Required.expected Outcomes: Funding Will Permit Ddot to Maintain and to Continue to Provide Operations. Intended Beneficiaries: Ddot and the Riders That Rely on Its Service Will Benefit from Continued Services Permitting Workers to Get to Work and Other Destinations.subrecipient Activities: Nothe Split Letter Dated 09/02/2021 Is Attached in Trams. This Split Letter Is for 85% of the Arpa Funding to the Detroit Uza; the Remaining 15% Will Be Programmed in the Future. Ddot Agrees That If IT Receives Federal Funding from the Federal Emergency Management Agency (FEMA) or Through a Pass-Through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement IT Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by FEMA Another Federal Agency or an Insurance Company. The Projects in This Application Will Not Lead to a Functional Location or Capacity Change and Are Not Required to Be Programmed in the Long-Range Transportation Plan Statewide Transportation Plan or Statewide Transportation Improvement Program.program of Projects: Ddot Has Made Available the Program of Projects for Arp to the Public and Has a Dedicated Webpage: Https://Detroitmi.gov/Departments/Office-Chief-Financial-Officer/How-Detroits-Arpa-Funds-Are-Being-Spentpre-Award Authority Expenses for Preventative Maintenance in the Approximate Amount of $13000000 Were Incurred for FY2022 (07/01/2021 to 06/30/2022). Ddot Will Meet the Section 5307 Requirement to Expend at Least 1 Percent of the Amount Apportioned to the Uza on Security-Related Costs Through the Operating Assistance Line Item . Ddot Will Follow All Third-Party Procurement Policies as Defined in C4220.1F (Third Party Contracting Guidance) and Will Ensure Contractors Procured Are Not Suspended or Debarred from Federal Contracting.
