Purpose:this Is a Ffy 2021 Section 5307 Arp Funding Application for Indygo in the Amount of $49584275 at a 100% Federal Share. The Indianapolis Uza Was Awarded a Total of $49934275 Which Will Be Split Between Indygo ($49584275) and Cirta ($350000). Cirtas Will Be Applying for Their Portion of the Funding in a Separate Grant Application. This Application Utilizes the Indygo Potion of the Arp Funding to Prevent Prepare for and Respond to Coronavirus. The Application Scope of Work Includes Operating Cost for Indygo and Their Four 5307 Subrecipients. The Subrecipients Include Hamilton County Hancock County Hendricks County and Johnson County.activities to Be Performed:this Applications Scope of Work Includes Extending Activities Funded in the Previous Cares Act (IN-2020-019) and Crrsaa (IN-2021-009) for Operational Assistance Such as Salaries Para Transit Service Fuel Ppe and Cleaning Services. AS with the Crrsaa Funding Indygo Will Be Offsetting Some of the Security Contract Operations with the 1% Required Security Funds and .75% Required Safety Funds. This Project Helps Indygo Ensure the Safety and Security the Riders and Employees. This Application Also Includes Scope of Work for Indygos 5307 Subrecipients Who Were Formerly Eligible Under 5311.EXPECTED Outcomes:these Funds Will Be Utilized to Help Indygo and Their Subrecipients Continue to Provide Safe and Reliable Service to the Indianapolis Urbanized Area Until the Funding Has Been Fully Exhausted.intended Beneficiaries:utilizing This Funding for Operating Will Benefit All Transit Rides in the Indianapolis Urbanized Area Which Includes the City of Indianapolis and the Qualifying Urbanized Area in the Four Surrounding Counties (Hamilton Handcock Hendricks and Johnson). Subrecipient Activities:the Subrecipients Scope of Work Includes Operational Assistance Such as Providing Transportation Service Salaries Fuel Ppe Cleaning Services Etc. AS Needed Throughout the Ongoing COVID-19 Pandemic. Subrecipients Will Utilize Their Remaining Cares Act Funding Through the State of Indiana Until Each Subrecipients Cares Act Funding Has Been Fully Utilized or Until the States Cares Act Funding Expires June 30 2022 ; at That Time Activities Will Transition to Arpa Funding with Indygo. Other Information:the Total Federal Apportionment to Indianapolis Uza Area Is $49934275. Indygo and Cirta Has Agreed to a Split of $350000 of Arpa Funding to Cirta and $49584275 of Arpa Funding to Indygo. The Split Letter Dated September 16 2021 Is Attached in Trams. Cirtas Potion Is Not Included in This Application as They Will Be Entering Their Portion in a Separate Grant Application. Indygos Portion Will Be Utilized for Operational Cost from January 202020 Through June 30 2023 and Subrecipients Operating. The Breakdown Between Indygo and the 5307 Subrecipient Is $45999227 to Indygo and $3585048 to the Four County Subrecipients. Therefore Per Arp Requirements No Statewide Transportation Improvement Program (Stip) or Transportation Improvement Plan (Tip) Documentation Is Needed. The Recipient Agrees That If IT Receives Federal Funding from the Federal Emergency Management Agency (FEMA) or Through a Pass-Through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement IT Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by FEMA Another Federal Agency or an Insurance Company.the Budget Submitted and Utilization of Arp Funds Are in Line with Our Normal Operating Budget Expenditures. The Operational Assistance Expenses Requested in This Application Were Determined by Looking at Operating Expenses and Budget). Indygo Understands That the Expenses Requested in This Application Are Subject to Review for Their Reasonableness as Part of the Agencys Next Triennial/State Management Review.
