Description

This Is an Application to Request Ffy 2021-SECTION 5307 American Rescue Plan (Arp) Act Funding for Broward County in Amount of $87555547 Representing 100% Federal Share of the Total Eligible Amount. Broward County Is Part of the Miami Uza That Encompasses Miami Dade Broward and Palm Beach Counties Palm Tran and South Florida Regional Transportation Authority. This Application Utilizes Arp Funding to Prevent Prepare for and Respond to Coronavirus on or After January 20 2020. The Application Scope of Work Includes Eligible Operating Expenses and Offsets Operating Deficits Due to the Suspension of Fare Revenue Collection and a Downturn in the Economy Safety and Security Related Activities Information Technology Equipment and Preventive Maintenance. Under This Grant Agreement Broward County Certifies That IT Will Follow All Third Party Procurement Policies as Defined in C4220.1F (Third Party Contracting Guidance). Broward County Will Ensure Contractors Procured Will Not Be on the Fta Suspension and Debarment List. Broward County Certifies That IT and Its Subrecipients and Contractors That Are Providers of Public Transportation Have Not Furloughed Any Employees Since March 27 2020 (the Enactment Date of the Cares Act). Broward County Does Not Have Subrecipients Under This Agreement. Broward County Agrees That If IT Receives Federal Funding from the Federal Emergency Management Agency (FEMA) or Through a Pass-Through Entity Through the Robert T. Stafford Disaster Relief and Emergency Assistance Act a Different Federal Agency or Insurance Proceeds for Any Portion of a Project Activity Approved for Fta Funding Under This Grant Agreement IT Will Provide Written Notification to Fta and Reimburse Fta for Any Federal Share That Duplicates Funding Provided by FEMA Another Federal Agency or an Insurance Company. Purposethe Purpose of This Award Is to Provide Operating Assistance to Designated Recipient Broward County for Section 5307 Formula American Rescue Plan Act (Arp) Funds. The Fta Allocated $509043879 in Arp Funding to the Miami Uza. Broward Countys Portion of FY21 Section 5307 Arp Funds Is $87148312. The City of Fort Lauderdale Has Deferred Their Portion in the Amount of $407235 to Broward County. Authorization from the City of Fort Lauderdale Is Attached to This Email as Exhibit A. Broward Countys Total Request for Section 5307 Arpa Funds Is $87555547. The Apportionment Letter Dated July 9 2021 Is Attached to This Application as Exhibit B.activities to Be Performedas Authorized by the American Rescue Plan Act This Grant Requests 100% Federal Share. Broward County Will Apply These Grant Funds to Prevent Prepare for and Respond to the COVID-19 Pandemic. The Grant Funds Will Be Used to Offset Expenses That Were Incurred on or After January 20 2020 in Response to Economic or Other Conditions Caused by the Pandemic and Are Eligible Under the American Rescue Plan Act. The Application Scope of Work Includes Eligible Operating Expenses and Offsets Operating Deficits Due to the Suspension of Fare Revenue Collection and a Downturn in the Economy. Funding for Safety Related Activities Are Included in the Scope at 6% or $5 Million of the Funding Allocation in Ali 11.42.08 Which Satisfies the 0.75% Safety Requirement. Broward County Will Purchase a Pedestrian and Bicyclist Collision Avoidance System to Enhance Safety for Pedestrians. Security Activities to Purchase Dispatch Radios Dvrs Installing Security and Surveillance Cameras on Transit Vehicles Along with Maintaining Associated Closed Circuit Television Cameras and Security Equipment Are Also Included in the Scope at 1% or $875555 in Ali 11.42.07 Which Satisfies the 1% Security Requirement. IN Addition the Application Includes Expenses for Preventive Maintenance Information Technology Equipment and Capital Items Valued Under $5000. Operational Expenses Requested in This Application Were Determined Using a Financial Forecast of Operating Revenue and Expenses and Projecting Future Shortfalls or New Expenditure Needs Caused by COVID-19. Broward County Understands That the Expenses Requested in This Application Are Subject to Review as Part of the Countys Next Triennial Review. Expected Outcomesfunding Will Permit Broward County to Continue to Provide Operations That Would Otherwise Have to Be Cut Due to Lack of Funding. Per Arp the Projects in This Application Are Not Required to Be Programmed in the Long-Range Transportation Plan Statewide Transportation Plan or Statewide Transportation Improvement Plan. Intended Beneficiaries: Broward County and the Riders That Rely on Its Service Will Benefit from Continued Services Permitting Workers to Get to Work and Riders to Get to Essential Services.subrecipient Activities: Noneapplication Attachments: 1.
