Description:this Action Approves an Award in the Amount of $87,550,000 Under the Infrastructure Investment and Jobs Act (Iija) to the Florida Department of Environmental Protection (Fdep) to Implement Resources and Priorities to Help Address Per- and Polyfluoroalkyl Substances (Pfas) and Emerging Contaminant Challenges; Target Resources to Communities Most in Need of Assistance to Ensure That No Community Is Left Behind with Unsafe, Inadequate Water; and Advance the Priorities of Equity and Environmental Justice. Florida Will Implement Projects Such as Ensuring Clean and Safe Water for All Communities. This Workplan Lays Out the Proposed Activities for Detecting and Addressing Pfas in Small and Disadvantaged Public Water Systems (Pwss) Across Florida. IT Includes Administrative Costs, Evaluating Laboratory Facilities and Equipment, Initial Sampling, Planning and Design, Remediation, Source Water Identification Follow-Up Sampling, and Public Outreach in Addition, Florida Department of Environmental Protection Will Make an Effort to Identify Additional Communities, or Subcommittees, That Are a Part of a Larger PWS That May Meet the State's Disadvantaged Community Criteria with the Use of This Award Funding.activities:the Activities Include Projects and Activities to Address Emerging Contaminants in Small or Disadvantaged Communities, Including But Not Limited to Research and Testing; Planning and Design to Address Emerging Contaminates; Treatment of Emerging Contaminants; Source Water Activities Related to Emerging Contaminants; Storage; Water System Restructuring; Providing Households Access to Drinking Water Services; Technical Assistance; Outreach and Education; and Workforce or Training Support to Public Water Systems in Addressing Emerging Contaminants. Subrecipient:no Subawards Are Included in This Assistance Agreement.outcomes:this Agreement Is to an Eligible State or Territory to Implement a Program to Provide Assistance to Address Emerging Contaminants in Drinking Water to Small or Disadvantaged Communities. Funds Are to Carry Out Projects and Activities Needed for Public Water Systems to Comply with the Safe Drinking Water Act, Programs to Provide Household Water Quality Testing, Activities for a State to Respond to a Drinking Water Contaminants, and Activities That Benefit the Impacted Communities. The Anticipated Deliverables Include Completing Initial Sampling and Obtaining the Sample Results Within Years Two and Three of the Program. Fdep Anticipates Coordination and Deployment of Short-Term Remediation Techniques in Conjunction with Sample Results Received. Fdep Plans to Develop Pfas Analysis Capacity and Establish Pfas Occurrence in Pwss in Communities That Qualify as Small or Disadvantaged. The Expected Outcomes Include: Fdep Will Evaluate the Permitted PWS Communities in the State to See If They Are Eligible to Receive Ecsdc Assistance. The Evaluation Will Result in a Robust List of Small or Disadvantaged Communities Within the State to Give Fdep a Better Understanding of Communities. All Source Water of the Identified Sdcs Will Be Tested for Pfas, as Well as Finished Drinking Water for Communities Where These Contaminants Are Detected. This Will Result in a Source of Baseline Data About These Contaminants in Source Water and Drinking Water Across Florida. Direct Beneficiaries of This Program Include All State Residents and Occupants, Both Permanent and Temporary in the State of Florida.
