Description:the Purpose of This Award Is to Provide Funding Under the Inflation Reduction Act (Ira) to the Colorado Energy Office (Ceo). The Recipient Will Implement Greenhouse Gas (Ghg) Reduction Programs, Policies, Projects, and Measures Identified in a Priority Climate Action Plan (Pcap) Developed Under a Climate Pollution Reduction Grants (Cprg) Planning Grant. Activities Conducted Through This Grant Will Benefit All Residents and Visitors to the State of Colorado Through Four Main Objectives: Implementation of Ambitious Measures That Will Achieve Significant Cumulative GHG Reductions by 2030 and Beyond; Pursuit of Measures That Will Achieve Substantial Community Benefits, Particularly in Low-Income and Disadvantaged Communities; Complementing Other Funding Sources to Maximize These GHG Reductions and Community Benefits; and, Pursuit of Innovative Policies and Programs That Are Replicable and Can Be 'Scaled Up' Across Multiple Jurisdictions.activities:the Activities to Be Performed Fall Under Three Main Projects to Reduce Greenhouse Gases and Other Air Pollutants. The Methane Monitoring and Capture Project Will Focus on Monitoring and Reducing Methane Emissions from Landfills, Coal Mines, and Natural Seepage. The Colorado Energy Office (Ceo), Through Subawards to the Energy and Carbon Management Commission Within the Colorado Department of Natural Resources and the Air Pollution Control Division Within the Colorado Department of Public Health and Environment, Will Create a Detection and Response Program to Reduce Mitigatable Methane Emissions, Reduce Near Term Methane Emissions Through Existing and New Pilot Programs, and Identify Regulatory Mechanisms to Require Additional Methane Reductions from Landfills and Coal Mines. The Large Building Decarbonization Project Will Implement a Competitive Grant Program, in the Form of Subawards, to Resource, Accelerate, and Share Example Solutions That Cost-Effectively Reduce Large Commercial Building Greenhouse Gas (Ghg) Emissions. This Project Will Leverage Private Sector Funding to Reduce GHG Emissions Through Efficiency and Electrification, Above and Beyond Applicable Regulations. Finally, the Local Government Climate Action Accelerator Project Will Provide Subawards to Local Governments for Measures in Sectors with Significant GHG Emissions Reduction Potential Where Local Governments Have the Most Authority to Address Emissions. Subawards Will Provide Funding for Technical Assistance to Support Adoption of Policies, Combined with Equity-Focused Incentive Funding for Project Implementation.subrecipient:the Colorado Energy Office (Ceo) Anticipates a Total Subaward Budget of $117,148,897 Over the Span of the Five Year Project Period. Ceo Has Budgeted Subawards Under All Three of Its Projects. For the Methane Monitoring and Capture Project, Ceo Has Budgeted Two Subawards. The First Will Be in the Amount of $7,432,413 to the Energy and Carbon Management Commission Within the Colorado Department of Natural Resources to Complete Methane Capture Pilot Projects. The Second Will Be in the Amount of $23,016,484 to the Air Pollution Control Division Within the Colorado Department of Public Health and Environment to Complete Methane Monitoring and Evaluation Projects, as Well as Identify Regulatory Mechanisms to Require Additional Methane Reductions from Landfills and Coal Mines. For the Large Building Decarbonization Project, Ceo Has Budgeted $35,000,000 in Subawards, to Be Awarded Competitively to Implement Projects That Significantly Reduce Building Emissions Above and Beyond Compliance with Applicable Regulations. Ceo Will Award Approximately 35 Subawards, Ranging from $500,000 to $2,000,000 Per Subaward. Finally, for the Local Government Climate Action Accelerator Project, Ceo Has Budgeted Two Types of Subawards.
